Terence Tao inches closer to the resolution of the Navier–Stokes problem

Professor Terence Tao of the University of California, Los Angeles has published a new paper which makes progress towards the resolution of the questions of existence and regularity of the Navier–Stokes equations. Indeed, he proved that some tools which enabled him to deduce a finite-time blowup for a simplified version of the Euler equations (which are a form of the Navier–Stokes equations applicable when there is no (or close to no) viscosity) may also be applied to cases of a natural generalisation of the Euler equations to certain manifolds.

The article of Prof. Tao is one of a series of articles by him on the subject of PDEs related to fluid dynamics.

Solutions or even approximate solutions to the Navier–Stokes equations can, to a certain extent, predict the behaviour of a fluid.

Two cars have been involved in a road traffic accident in the Scottish Lothian and Borders region, causing three fatalities and sending three to hospital. The incident occurred on the A68 road approximately 1.5 miles south of the Midlothian village of Pathhead when a Škoda Octavia and a Nissan Note travelling in opposite directions collided at approximately 0730 UTC today.

The Nissan, which was carrying five occupants, overturned and came to rest on its roof. Three male Buddhist monks who sat in the back of the car died at the site of the crash. The female driver of the vehicle managed to get out of the vehicle herself but another male passenger in the front of the car had to be cut free by fire service members. The two front-seat passengers as well as the male driver of the Škoda were hospitalised at the Royal Infirmary of Edinburgh, although none of their injuries are considered likely to be fatal.

“This is a tragic incident,” Inspector Simon Bradshaw of Lothian and Borders Police said, “and we are currently in the process of carrying out inquiries in order to establish the full circumstances of the collision.” The A68 road close to the location of the accident was temporarily closed to allow police to investigate the incident, with traffic redirected to the B6370 road via the town of Gorebridge. The road has since reopened.

A law was passed that will prevent clerical, technical and health care workers from striking when the University of Minnesota students return to classes on Tuesday, however, the new law makes no guarantee about workers striking on Wednesday.

According to Jan Johnson, with the Minnesota Bureau of Mediation Services, both sides do wish to avoid a strike if at all possible.

The American Federation of State, County and Municipal Employees have filed for a ten-day notice to strike, however, the ten-day notice to strike law requires that the tenth day of the cooling-off period fall on a day other than a Saturday, Sunday or a holiday, thus, Labor Day Monday is out of reason. A strike, therefore, would not be possible until at least Wednesday, the second day of classes.

Over 800 National Health Service staff in Scotland are earning more than £140,000 each year—more than First Minister Alex Salmond. New figures also reveal that 3,000 NHS workers are earning over £100,000. One NHS board alone, NHS Greater Glasgow and Clyde, employs 893 staff earning more than £100,000, and 181 being paid over £140,000.

Jackie Baillie, health spokeswoman for the Labour Party, which uncovered the figures, said they were “astonishing”, and urged health boards to examine if savings can be made by reducing salaries of top earners. “This is a far better option than cutting frontline staff like nurses and midwives. In tough financial times we need to make sure that our focus is on patient care and every penny is spent in the most efficient way.” She further said: “In the current economic climate, it is impossible to justify huge salaries for consultants and senior executives when health boards are planning 4000 job losses this year, including 1500 nurses and midwives.”

Britain’s largest health service industrial union, Unison, questioned the amount of money the NHS was paying. A spokesperson said: “Unison doesn’t begrudge anybody the rate of pay for the job but obviously our membership will be concerned that while they are to face a pay freeze and people delivering frontline services are losing their jobs, there is a cohort of folk who appear to earn more than the most senior politician in the land.”

As the newly inaugurated Barack Obama administration continues to push for a US$825 billion stimulus package to aid the struggling United States economy, some Republican legislators say they will not vote for such a plan without the inclusion of more tax cuts and less “unnecessary” spending.

Arizona Senator John McCain, Obama’s general election opponent and a leading voice within the Republican Party, says he would not vote for the American Recovery and Reinvestment Plan as it currently stands. Appearing on Fox News Sunday yesterday, McCain echoed his campaign platform in saying, “We need to make tax cuts permanent, and we need to make a commitment that there’ll be no new taxes.”

McCain and other Republicans say they are unhappy with the bill introduced in the House of Representatives, which combines roughly $550 billion in domestic spending with $275 billion in tax cuts. McCain believes not enough Republican proposals have been integrated into the plan, which he fears will result in the plan becoming “just another spending project” rather than a job creator.

“Republicans have not been brought in, to the degree that we should be in, to these negotiations and discussions. So far, as far as I can tell, no Republican proposal has been incorporated,” McCain said. “We’re losing sight of what the stimulus is all about, and that is job creation.”

The Arizona senator is known for his bipartisan efforts in Washington, D.C., but he defined his role in the new Senate as the “loyal opposition”, which does not mean “that I or my party will be a rubber stamp” for Obama, he said.

In his first weekly address since being sworn in, President Obama explained the stimulus plan in further detail, calling it a plan to “immediately jumpstart job creation as well as long-term economic growth.” He outlined several of the bill’s priorities, including the creation or salvation of up to four million jobs, as well as sweeping investments in health care, education, energy and infrastructure.

Among these investments are a new electricity grid with more than 3,000 miles of transmission lines, the weatherization of 2.5 million homes, health insurance protection for more than 8 million Americans, a renovation of over 10,000 schools, a project to repair thousands of miles of roadways, and an expansion of broadband Internet access.

Obama also laid out the rationale behind the stimulus, saying that “unprecedented action” is necessary in order to prevent further economic distress. “Our economy could fall $1 trillion short of its full capacity, which translates into more than $12,000 in lost income for a family of four,” Obama said. “In short, if we do not act boldly and swiftly, a bad situation could become dramatically worse.”

The president addressed the skepticism surrounding the stimulus package, pledging to “root out waste, inefficiency, and unnecessary spending”, while holding the government accountable for its actions. “We won’t just throw money at our problems,” Obama said. “We’ll invest in what works.”

Still, Republicans such as House Minority Leader John Boehner are skeptical of the plan’s effectiveness in rebuilding the economy. “I think a lot of Republicans will vote no because it’s a lot of wasteful Washington spending”, he commented on Meet the Press, repeating McCain’s call for less federal spending and more tax cuts.

Examples of “wasteful” spending cited by Republicans include millions of coupons to aid in the digital television transition, $200 million for new sod on the National Mall, and $360 million to fight sexually transmitted diseases, which includes funding for contraceptives. House Republicans have claimed it will take 10 years before the economy feels the effect of a stimulus, and that the combined spending of the stimulus and the financial bailouts of last year will leave future generations with over $2 trillion of debt.

In response to the stimulus plan being pushed through Congress, Boehner and Republican Whip Eric Cantor presented Obama with an alternative stimulus plan on Friday, one that relies exclusively on income and business tax cuts. “Our plan offers fast-acting tax relief, not slow-moving and wasteful government spending,” Boehner said. The counterproposal includes an income tax reduction that would save families an estimated $3,200 a year.

Despite this opposition, the stimulus bill is expected to pass through Congress by mid-February, as the Republican minority does not have enough votes to stop its approval. Senate Minority Leader Mitch McConnell expressed a general support of the plan at a White House meeting with Obama and other congressional leaders. “I do think we’ll be able to meet the president’s deadline of getting the package to him by mid-February,” McConnell said. The bill is expected to go before Congress for a vote on Monday, February 2.

Obama’s top economic adviser Lawrence Summers defended the stimulus plan while on Meet the Press. He said the bill was intended to balance the long-term initiatives mentioned above with the tax cuts desired by Republicans. He also said Obama was committed to spending three quarters of the stimulus money within 18 months.

NASA‘s Mars Reconnaissance Orbiter has discovered more evidence on the Planet Mars that water may have flowed beneath the surface and that “cracks” that lead below the surface may have, at one time, been “habitable” for “microbial life,” according to the head investigater for the orbiter’s camera, Dr. Alfred McEwen. The location of the find is near the Candor Chasma canyon and images of the cracks were taken in September of 2006.

“This result shows how orbital observations can identify features of particular interest for future exploration on the surface or in the subsurface or by sample return. The alteration along fractures, concentrated by the underground fluids, marks locations where we can expect to find key information about chemical and perhaps biologic processes in a subsurface environment that may have been habitable,” said McEwen.

According to NASA scientists, “mineralization” was found on the surface of the cracks and the crack’s fractures. Scientists say the minerals became visible after layers of sand and dirt eroded away from the cracks. The minerals were likely placed on the rocks after dissolving in water and then evaporating onto the rocks, causing the minerals to become rock. Another possibility on how the minerals were placed there is that the “fluid” circulating on the rock was a gas, which might or might not have contained water.

“What caught my eye was the bleaching or lack of dark material along the fracture. That is a sign of mineral alteration by fluids that moved through those joints. It reminded me of something I had seen during field studies in Utah, that is light-tone zones, or ‘haloes,’ on either side of cracks through darker sandstone,” said University of Arizona, Tucson geologist, Dr. Chris Okubo.

“The haloes visible along fractures seen in the Candor Chasma image appear to be slightly raised relative to surrounding, darker rock. This is evidence that the circulating fluids hardened the lining of the fractures, as well as bleaching it. The harder material would not erode away as quickly as softer material farther from the fractures,” said a statement on NASA’s website.

It is not clear how long the minerals might have been present or how long it took them to get on the rocks.

“It is hard to say how long ago the fluids were there – hundreds of millions or perhaps a billion years ago. But the fact that we see evidence for chemical reactions between the fluids and the rock means that the fluids were sitting there for quite a long time … that’s perhaps good if you want to look for any habitable areas that might support any biological activity,” added Okubo.

“This publication is just the first of many, many to come. The analysis is based on test observations taken even before the start of our main science phase. Since then, Mars Reconnaissance Orbiter has returned several terabits of science data, sustaining a pace greater than any other deep space mission. This flood of data will require years of study to exploit their full value, forever increasing our understanding of Mars and its history of climate change,” added Okubo.

A 6:00 p.m.-6:00 a.m. curfew was imposed in the Kyrgyz capital of Bishkek on Friday night as policemen and some 2,000 voluntary civilian militia members patrolled the streets. They were authorized to shoot into the air to disperse the looters.

Three to six people were killed as sporadic gunfire was heard in the capital overnight, and 129 people were detained.

Felix Kulov, newly appointed coordinator of law-enforcement, said of the situation on Friday, “The city looks as if it has gone mad.”

However, after the night’s events, he was confident that the situation had improved. “The situation is fully under control. We do not need a curfew,” he said Saturday morning.

“Voluntary people’s militia groups and units of the Kel-Kel opposition youth organization are responsible for maintaining order in the city,” a source within the Interior Ministry told Interfax.

The opposition has now claimed that it did not originally intend to seize government buildings in Bishkek on March 24.

“On March 24 we didn’t plan to seize the government headquarters in Bishkek, we were getting together for a peaceful rally. But when stones started flying at the rally, the people blew up and seized the Kyrgyzstan government headquarters,” Rosa Otunbayeva, newly appointed minister of foreign affairs, told a news conference on Friday.

Deposed president Askar Akayev claimed that he had not resigned and vowed to return to the country in the future, in a statement released to ITAR-TASS.

“The rumours about my resignation from the presidential post are deceitful and malevolent,” he said in the statement. “Under the circumstances I decided to temporarily leave the country to avoid bloodshed.”

Akayev stressed, “my present stay out of the country is a temporary occurrence.”

Interfax reports that Akayev flew to Russia from Kazakhstan Friday night. Russian President Vladimir Putin has said that Akayev would be welcome in Russia.

China closed its border with Kyrgyzstan temporarily, until March 28, following similar closings by the countries of Uzbekistan and Kazakhstan. Tajikistan has left some crossings open but has tightened security.

Many countries, including the United States, the United Kingdom, France, and China have issued travel advisories, advising their citizens not to travel to Kyrgyzstan because of the unrest.

Officials with the State Department say the United States accepts the “realities on the ground” and will work with the interim Kyrgyz authorities to build democratic institutions.

The European Union called for the people of Kyrgzstan to behave “responsibly” and offered to cooperate with the new leaders.

Javier Solana, EU foreign policy chief, also added that “The EU will continue to support the efforts of the OSCE mission in Bishkek.”

Russia has said that part of the responsibility for triggering the uprising lies with the OSCE. Russian ambassador to the OSCE, Alexei Borodavkin, told AFP that the OSCE report on shortcomings in the Kyrgyz parliamentary elections in February and March of 2005 had “to some extent, triggered the unrest.”

Russia has also called the revolution “illegal,” although Russian authorities have also offered to cooperate with the interim Kyrgyz authorities.
